Driving Licenses and Jobs

I came across a very interesting job advert today. I could do all the things which they ask, but they list `clean driving license and use of a car' in their necessary qualities. However, nothing in the duties lists seems to me to require a car. As someone who doesn't have a full driving license, this is rather frustrating and I was wondering what the rules about requiring driving licenses are.

The job is at Yr Academi which promotes Welsh literature. The job details (in Welsh) can be found by going to the Welsh version of the homepage and clicking on the news story which is about opportunities. Oddly when I tried to put in a direct link to the it by getting the link address and posting Details here in Welsh, when I followed the link I ended up at a page in English (which is the third story down on the English version of the homepage). Very odd website management!
